Makes tampering with a voting machine or vote tally system a felony offense under Idaho Code Section 18-2306.

Requires the secretary of state to certify all voting machines and vote tally systems, with independent testing by a designated testing authority prior to state certification.

Mandates that vote tally systems cannot be connected to the internet or receive wireless communications, except for authorized electronic poll books.

Establishes mandatory public logic and accuracy tests by county clerks prior to election day to verify voting systems are accurately reading and tabulating votes.

Effective date is July 1, 2024, with an emergency declaration.
