Amends Section 16-1614 to require courts appoint counsel for guardians ad litem, with preference for pro bono volunteer attorneys, and allows counties to seek reimbursement from a new state fund for guardian ad litem representation costs.

Creates a new attorney costs for guardian ad litem account in the state treasury with a $500,000 annual beginning balance, funded from the state public defense fund, to reimburse counties for guardian ad litem representation expenses.

Modifies Section 19-5905 to clarify the state appellate public defender's jurisdiction covers specific appeal types and removes language limiting services to counties participating in the capital crimes defense fund.

Establishes Section 19-6020 authorizing the state public defender to arrange counsel for indigent defendants when conflicts of interest arise and to facilitate pro bono opportunities with the judicial branch, state bar, and private attorneys.

Declares Sections 6 and 7 effective July 1, 2024, and Sections 1-5 effective October 1, 2024, establishing an emergency for implementation purposes.
