Prohibits any person or organization without a valid Idaho adoption placement license or law license from advertising, accepting, supplying, providing, or obtaining children for adoption, making such activities a misdemeanor offense.

Creates a separate misdemeanor offense for any person, organization, association, or corporation without a valid Idaho adoption placement license that actually places a child for adoption, excluding birth parents from this prohibition.

Maintains existing allowances for reasonable maternity, living expenses during pregnancy, and up to six weeks postpartum care based on demonstrated financial need.

Requires court approval before financial assistance exceeding $500 can be provided to birth parents, with a maximum cap of $2,000 unless otherwise authorized by the court.

Effective date of July 1, 2024, with an emergency declaration.
