Amends Idaho Code Section 18-4007 regarding manslaughter punishment for violations involving motor vehicle operation.

For vehicular manslaughter under Section 18-4006(3)(b), imposes a mandatory minimum fixed term of 10 years imprisonment (not to exceed 25 years) and a fine up to $20,000 for persons with prior convictions of driving under the influence or related offenses.

Clarifies that courts may order child support payments from convicted persons whose violations resulted in death of minor children's parent(s), enforceable until the child reaches age 18.

Permits courts to suspend driver's licenses of persons convicted of vehicular manslaughter violations.

Declares an emergency and makes the act effective July 1, 2024.
