Appropriates $1,103,200 total to the Soil and Water Conservation Commission for fiscal year 2025 (July 1, 2024 through June 30, 2025), consisting of $1,099,700 from the General Fund and $3,500 from the Resource Conservation and Rangeland Development Fund.

Designates $1,000,000 of the appropriated funds for the Water Quality Program for Agriculture to provide cost-share financing for soil and water conservation projects, water delivery and drainage rehabilitation, and agricultural best management practices.

Reappropriates up to $5,000,000 in unexpended and unencumbered balances from fiscal year 2024 General Fund appropriations for nonrecurring Water Quality Program for Agriculture expenditures during fiscal year 2025.

Requires the Office of the State Controller to confirm reappropriation amounts by fund, expense class, and program with the Legislative Services Office prior to processing.

Declares an emergency and makes the act effective July 1, 2024.
