Creates the Office of Health and Social Services Ombudsman within the Department of Self-Governing Agencies, appointed by the governor and confirmed by the senate.

Defines "service recipients" as children receiving foster care, protective supervision services, or residential treatment facility services in Idaho.

Grants the ombudsman authority to receive and investigate complaints from service recipients, parents, guardians, legislators, and attorneys; access all state agency records and computer files; subpoena documents; and hold fact-finding hearings.

Establishes that state agencies must provide timely assistance and access to information upon request, and imposes penalties of up to $1,000 fine or 6 months imprisonment for individuals who obstruct or retaliate against the ombudsman or complaint filers.

Makes complaints and examinations confidential and not subject to public disclosure under Idaho's public records law; effective July 1, 2024.
