Appropriates $842,500 to the Idaho Commission for Libraries for fiscal year 2025, including $78,000 from the General Fund and $764,500 from the Federal Grant Fund for personnel costs, operating expenditures, and trustee and benefit payments.

Reappropriates up to $1,900,000 in unexpended and unencumbered balances from the ARPA Capital Projects Fund for nonrecurring library capital project expenditures through June 30, 2025.

Reappropriates up to $1,750,000 in unexpended and unencumbered balances from the Federal Grant Fund for nonrecurring digital access capacity expenditures through June 30, 2025.

Requires that facility and technology projects funded through the ARPA Capital Projects reappropriation must comply with Sections 18-608 and 18-617, Idaho Code regarding telehealth facilities.

Declares an emergency and makes the act effective July 1, 2024.
