Appropriates $495,000 to the Office of the Secretary of State from the General Fund for fiscal year 2025 (July 1, 2024 - June 30, 2025), allocated as: $52,800 for personnel costs, $395,800 for operating expenditures, and $46,400 for capital outlay.

Reappropriates any unexpended and unencumbered balance from fiscal year 2024 funds designated for election integrity audits and elections system upgrades to be used through June 30, 2025.

Directs that $350,000 of appropriated funds shall be used solely for production and dissemination of the voter pamphlet, with any unused amounts reverting to the General Fund.

Declares an emergency exists and makes the act effective July 1, 2024.
