Revises the definition of "in-demand careers" in Section 72-1204, Idaho Code to require careers have a positive economic output for Idaho and increase economic mobility for Idaho residents, removing the previous definition focused on high number of openings or expected high rate of growth.

Maintains that in-demand careers are determined annually by the workforce development council based on job market data and submitted to the legislature by January 1.

Specifies that careers requiring a master's degree or higher shall not be included in the in-demand careers definition.

Allows factors including number of openings, rate of growth, transferability of skills, length of training program, and wage potential to be incorporated into a matrix of careers and training programs that align to in-demand careers.

Becomes effective July 1, 2024 and declares an emergency, with the provisions set to expire and become null and void on July 1, 2029.
