Amends Section 33-5207, Idaho Code to revise facilities fund distribution to public charter schools and school districts.

Calculates facilities funds at 50% of statewide average bond and plant facility funds per student or $400 per student, whichever is greater, for students receiving majority instruction at school-owned or leased facilities.

Excludes virtual charter schools authorized by the Public Charter School Commission or by school districts on or after March 1, 2024 from eligibility for facilities funds.

Prohibits school districts that authorize virtual charter schools and receive school district or modernization facilities funds from receiving additional appropriations under this section.

Declares an emergency, making the act effective upon passage and approval.
