Revises facilities funds distribution to public charter schools, calculating funds as the greater of 50% of statewide average bond and plant facility funds per student or $400 per student based on average daily attendance.

Excludes virtual public charter schools authorized by the public charter school commission or authorized by a school district on or after March 1, 2024, from eligibility for facilities funds.

Prohibits school districts that authorize virtual charter schools and receive school district facilities funds from being eligible for the facilities funds appropriated under this section.

Maintains existing provisions for per-student support, special education funding, transportation support, alternative school support, and advance payment schedules for charter schools.

Declares an emergency, making the act effective immediately upon passage and approval.
