Amends Idaho Code Section 45-501 to clarify that contractors must be defined per section 54-5203 and are performing labor "on" (rather than "upon") construction, alteration, or repair projects.

Expands the definition of "furnishing material" to explicitly include supplying, renting, or leasing equipment, materials, or fixtures as defined in section 28-12-309.

Adds that "furnishing material" includes renting, leasing, or otherwise supplying equipment, materials, fixtures, or machinery specifically to mines or mining claims.

Declares an emergency, making the act effective upon passage and approval rather than on a delayed effective date.
