Appropriates $663,400 to the Department of Water Resources for fiscal year 2025 across management, planning, water management, and adjudication programs from multiple funds including General Fund, Federal Grant Fund, and other sources.

Transfers $716,000 from the Revolving Development Fund to the Aquifer Planning and Management Fund for aquifer monitoring, measurement, and modeling during fiscal year 2025.

Transfers $30,000,000 from the General Fund to the Water Management Fund for large water projects directed by the Idaho Water Resources Board for fiscal year 2025.

Allows General Fund appropriations for stream adjudications to count toward filing fees for water right claims by the Idaho Water Resource Board and Governor based on instream flow, public lake level maintenance, or recreation for fiscal years 2024 and 2025.

Reappropriates up to $75,502,500 in unexpended ARPA State Fiscal Recovery Fund balances for water infrastructure projects and appropriates $25,502,500 in additional ARPA funds for large water projects in fiscal year 2024.
