Creates new crime of false reports of violence or emergency under Idaho Code 18-3313A, addressing "swatting" practices that send armed law enforcement to private or public places based on false reports.

Establishes misdemeanor penalty of up to one year imprisonment or fine up to $5,000 for false emergency reports made to police, sheriff, 911 operators, fire departments, prosecutors, media, or school district employees.

Increases penalty to felony with 1-20 years imprisonment and up to $25,000 fine if false report causes over $1,000 in damages or results in great bodily harm, permanent disfigurement, or permanent disability.

Imposes mandatory minimum 10-year felony sentence up to life imprisonment plus minimum $25,000 fine if false report results in death of any person.

Defines "private place" to include habitations, businesses, vehicles, and any location where persons have reasonable expectation of privacy under state or federal law.

Becomes effective July 1, 2024.
