Establishes a presidential preference primary in Idaho in years when a U.S. president is nominated and elected, held in conjunction with regular primary elections.

Requires the secretary of state to contact national political parties on the tenth Wednesday before the primary election to identify recognized presidential candidates and certify the list to county clerks by the tenth Friday preceding the primary.

Directs the secretary of state to notify each state political party chair of the presidential preference primary results after the state canvas is completed.

Specifies that political parties may use the primary results for candidate nomination at their national convention, but are not required to adopt those results.

Declares an emergency, making the act effective upon passage and approval.
