Amends Idaho Code Section 23-903 to revise retail liquor licensing provisions and establish new rules for license transfers and issuance effective July 1, 2024.

Licenses issued on or after July 1, 2023, may not be sold or leased and are not transferable to other locations; licensees must elect to associate the license with real property at initial issuance.

Licenses issued before July 1, 2023, may be transferred to another location one time only on or after July 1, 2023, and thereafter become nontransferable; certain transfers related to inheritance, family gifts, business sales, and ownership changes do not count as the one-time transfer.

Permits license owners to lease premises to tenants who may operate the license during the lease term, with license identifying both the owner and tenant as qualified licensee; subsequent tenants may operate the license upon termination of prior lease.

Applicants receiving notice of license availability may request the license be issued in the name of the original applicant, designated family members, or a single-purpose entity owned by the applicant or family designees.
