Revises Section 67-9230, Idaho Code to allow vendors who provided consulting or services used in preparing contract specifications to submit bids, with specific conditions.

Requires all documentation prepared by such vendors for specifications to be public records available for review by the public and other potential vendors at the time of solicitation.

Requires any legislative committee meetings involving such vendors that were used in preparing specifications to be conducted as open meetings, not in executive session.

Prohibits specifications from being drawn to favor only the specific vendor and prohibits the vendor from gaining a quantifiable and objective advantage through their prior involvement.

Effective date is July 1, 2024, declared as an emergency measure.
