Appropriates $99,800 to the State Appellate Public Defender for fiscal year 2025 (July 1, 2024 through June 30, 2025): $58,200 for personnel costs and $41,600 for capital and conflict representation operating expenditures.

Reappropriates up to $1,209,400 in unexpended and unencumbered balances from fiscal year 2024 for nonrecurring expenditures directly related to capital case representation.

Reappropriates up to $100,000 in unexpended and unencumbered balances from fiscal year 2024 for nonrecurring expenditures related to outside counsel for noncapital appeals.

Requires the Office of the State Controller to confirm reappropriation amounts by fund, expense class, and program with the Legislative Services Office before processing.

Declares an emergency and makes the act effective July 1, 2024.
