Increases the licensing exemption threshold for construction projects from $50,000 to $100,000 in estimated cost.

Raises the public works construction procurement threshold from $50,000 to $75,000 for simplified bidding procedures, and increases the threshold requiring competitive sealed bidding from $200,000 to $250,000.

Increases service and personal property procurement thresholds from $75,000 to $100,000 for simplified bidding and from $150,000 to $200,000 for competitive sealed bidding.

Updates exclusions from procurement requirements to reflect the new $75,000 threshold for public works construction and $75,000 threshold for services or personal property.

Effective date is July 1, 2024, with an emergency declaration allowing immediate enactment.
