Increases the minimum distribution amount for school districts from $25,000 to $100,000 over a 10-year period from the School Modernization Facilities Fund.

Maintains a maximum distribution cap of $100,000,000 over 10 years for most school districts, but limits charter districts with active levies to a maximum of $40,000,000, with excess funds redistributed proportionately to other districts.

Requires school districts to submit a 10-year facilities plan and attest compliance with dignity and nondiscrimination requirements and non-requirement of diversity statements as a condition of receiving fund distributions.

Changes the implementation deadline for school districts converting to four-day weeks from August 1, 2024 to July 1, 2025 to meet state board of education requirements for minimum contract and instructional days.

Declares an emergency effective date of July 1, 2024, and sets the expiration date for the fund distribution program as June 30, 2034.
