Increases the minimum distribution amount each school district may receive from $25,000 to $100,000 over the 10-year period.

Establishes a maximum distribution cap of $100,000,000 over 10 years for any school district.

Limits charter districts with active maintenance and operation levies to a maximum of $40,000,000 over 10 years, with excess funds redistributed proportionately to other districts below that threshold.

Considers the Idaho School for the Deaf and the Blind as a school district eligible to receive distributions based on average daily attendance.

Sunsets all provisions on June 30, 2034, becoming null and void after that date.
