Extends the deadline for school districts to elect lump sum or annualized distributions from the School Modernization Facilities Fund from July 1, 2025 to July 1, 2026, with amounts defaulting to the school district facilities fund if no election is made.

Shifts the fixed distribution calculation year from state fiscal year 2025 to 2026 and extends the sunset date of the fixed distribution provision from June 30, 2034 to June 30, 2035.

Moves the fiscal year reference for school week operation attestations from fiscal year 2024 to 2025, and delays implementation of minimum contract day and instructional day requirements from August 1, 2024 to August 1, 2025.

Extends the deadline for creating the Model School Facility Council from July 1, 2024 to July 1, 2025, and requires submission of the model school facility plan to the legislature by July 1, 2027 instead of July 1, 2026.

Declares an emergency, making the act effective upon passage and approval, with certain sections retroactively effective to January 1, 2024 and July 1, 2025.
