Appropriates $6,600,300 total to the Division of Occupational and Professional Licenses for fiscal year 2025, distributed across Building Construction and Real Estate ($4,166,600), Occupational Licenses ($1,041,500), and Health Professions ($1,392,200).

Reduces the Administration Program appropriation by $3,814,500 ($3,705,000 in personnel costs and $109,500 in operating expenditures) from the State Regulatory Fund for fiscal year 2025.

Requires the Division to report by December 1, 2024, on year-end cash balances for all Occupational Licenses Fund details, with plans to reduce balances if they exceed 125% of five-year average expenditures or to increase fees if balances drop below 30% of five-year average.

Reappropriates up to $6,054,000 in unexpended balances from fiscal year 2024 for procurement and operation of a commercial licensing information system for non-recurring expenditures through June 30, 2025.

Becomes effective July 1, 2024, with the measure declared an emergency.
