Amends Section 33-102A to specify that the governor appoints the executive officer of the State Board of Education with advice and consent of the senate, serving at the governor's pleasure with governor-fixed salary.

Requires the executive officer and state board president to submit an annual report to the legislature by January 15 each year detailing uses and impact of the school modernization facilities fund.

School districts must submit a ten-year facilities plan to be eligible for school modernization facilities fund distributions.

Districts that operated on a five-day school week in fiscal year 2024 must attest they will not convert to a four-day week while receiving fund distributions; districts on four-day weeks must meet phased-in minimum contract days and instructional day requirements by August 1, 2024, effective no sooner than July 1, 2025.

Districts must attest compliance with dignity and nondiscrimination requirements in Section 33-138 and confirm they do not require job applicants to sign written diversity statements.
