Appropriates $14,830,500 to the Department of Health and Welfare Division of Welfare for the Self-Reliance Operations Program for fiscal year 2025 (July 1, 2024 through June 30, 2025), split between General Fund ($1,211,300) and Federal Fund ($13,619,200).

Directs the Department of Health and Welfare to pursue innovative solutions and partnerships to maximize federal Child Care Development Block Grant funds for addressing workforce child care needs.

Requires the Division of Welfare to report to the Legislative Services Office by May 30, 2024 on its plan for assisting qualifying families to improve education, job opportunities, or income level through the Summer EBT Program.

Appropriates $1,082,500 in additional operating expenditures for fiscal year 2024 (July 1, 2023 through June 30, 2024) from General and Federal Cooperative Welfare Funds while reducing personnel costs by the same amount.

Appropriates $4,289,200 for Self-Reliance Operations and benefit payments for fiscal year 2024 from the Cooperative Welfare Federal Fund.
