• Removes the requirement that school districts operating on a five-day week during fiscal year 2024 must attest they will not convert to a four-day week to receive School Modernization Facilities Fund distributions.

• Retains the requirement that school districts attest they meet minimum contract days and minimum student instructional day requirements established by the state board of education by August 1, 2024.

• Requires school districts to attest compliance with dignity and nondiscrimination requirements under Idaho Code Section 33-138 and confirm they do not require job applicants to sign written diversity statements.

• Requires the governor to appoint the executive officer of the state board of education subject to Senate advice and consent.

• Mandates the executive officer and state board president submit an annual report to the legislature by January 15 detailing the uses and impact of the School Modernization Facilities Fund.

• Declares an emergency and makes the act effective July 1, 2024.
