Appropriates $56,614,100 to the Department of Health and Welfare for fiscal year 2025, distributed across Indirect Support Services ($56,473,700), Licensing and Certification ($121,900), and Independent Councils ($18,500)

Authorizes the Indirect Support Services Division a maximum of 262.60 full-time equivalent positions during July 1, 2024 through June 30, 2025, with Governor authorization required for any increases

Allows the department to transfer up to 3.00 FTP and $397,000 in personnel costs to the Division of Indirect Services from other departmental budgets to augment department oversight and compliance functions

Appropriates additional operating funds for fiscal year 2024: $2,001,600 to Indirect Support Services Division and $400,000 to Licensing and Certification Division

Reduces prior fiscal year 2024 appropriations: $1,705,200 from Indirect Support Services personnel costs and $400,000 from Licensing and Certification personnel costs
