Appropriates $26,746,100 to the Department of Health and Welfare Public Health Services Division for fiscal year 2025 (July 1, 2024 through June 30, 2025) for physical health services, emergency medical services, laboratory services, suicide prevention, and health care policy initiatives.

Reduces the Public Health Services Division appropriation by $624,000 for fiscal year 2025 and reduces full-time equivalent position authorization by 2.5 positions.

Requires the Department of Health and Welfare to notify legislature health and welfare committee chairs prior to applying for federal grants, including grant type, CFDA and DUNSF numbers, title, dates, and description.

Allocates $1,278,900 from the Idaho Millennium Income Fund to public health districts for tobacco, vape, and substance cessation and prevention programs, distributed according to board of trustees formula.

Restricts State Opioid Response Grant naloxone funds to first responders for distribution in Idaho and appropriates $1,855,900 for fiscal year 2024 with a $355,900 reduction.
