Appropriates $487,007,000 to the Department of Health and Welfare Division of Medicaid for fiscal year 2025 (July 1, 2024 through June 30, 2025) across five programs: Medicaid Administration and Medical Management, Coordinated Medicaid Plan, Enhanced Medicaid Plan, Basic Medicaid Plan, and Expansion Medicaid Plan.

Reduces Medicaid appropriations by $233,794,100 for fiscal year 2025, with the largest reduction of $107,819,100 from the Expansion Medicaid Plan federal fund.

Increases full-time equivalent position authorization by 24.5 positions for the Division of Medicaid for fiscal year 2025.

Reappropriates up to $250,000 in unexpended Idaho Millennium Income Fund balances from fiscal year 2024 for workforce requirement cost share expenses through June 30, 2025.

Appropriates $249,500,000 to Medicaid for fiscal year 2024 (July 1, 2023 through June 30, 2024) and reduces that year's appropriations by $375,056,800; requires Division of Medicaid to report by December 1, 2024 on how provider rate increases were allocated among staff compensation, business expenses, and overhead.
