Appropriates $637,000 total to the Department of Lands for the Business Services Program for fiscal year 2025 (July 1, 2024 – June 30, 2025) from General Fund ($159,200), Department of Lands Fund ($159,200), and Endowment Earnings Administrative Fund ($318,600).

Increases full-time equivalent position authorization for the Department of Lands by 4.00 positions for fiscal year 2025.

Reduces the appropriation to the Office of the Attorney General's State Legal Services Program by $379,400 from the General Fund for personnel costs in fiscal year 2025.

Reduces full-time equivalent position authorization for the Office of the Attorney General by 3.00 positions for fiscal year 2025.

Declares an emergency and makes the act effective July 1, 2024.
