Appropriates $13,739,900 to the Department of Health and Welfare Division of Welfare Self-Reliance Operations Program for fiscal year 2025 (July 1, 2024 through June 30, 2025), consisting of $798,300 for personnel costs, $2,595,900 for operating expenditures, and $10,345,700 for trustee and benefit payments from general and federal cooperative welfare funds.

Directs the Department of Health and Welfare to pursue innovative solutions and partnerships to maximize federal funds through the Child Care Development Block Grant program for addressing Idaho's workforce child care needs.

Appropriates $1,082,500 in additional operating expenditures to the Division of Welfare for fiscal year 2024 from cooperative welfare funds.

Reduces the fiscal year 2024 appropriation for the Division of Welfare Self-Reliance Operations Program by $1,082,500 in personnel costs from cooperative welfare funds.

Appropriates $4,289,200 for fiscal year 2024 for self-reliance operations ($435,200) and benefit payments ($3,854,000) from the Cooperative Welfare Federal Fund.

Declares Sections 3-5 effective upon passage and approval, and Sections 1-2 effective July 1, 2024.
