Authorizes the Legislative Council to appoint a committee to study diversity, equity, and inclusion (DEI) and social justice ideology in Idaho's public postsecondary institutions, including associated policies, procedures, staffing, and costs.

Expresses legislative intent that no state-appropriated funds support DEI or social justice ideology as part of student activities, clubs, events, or organizations on Idaho public college campuses.

Allows the committee to appoint nonlegislative members who will not be reimbursed for expenses and will have no voting privileges on the committee's recommendations or proposed legislation.

Requires the committee to report findings, recommendations, and any proposed legislation to the First Regular Session of the Sixty-eighth Idaho Legislature.

Cites concerns that DEI spending diverts resources from academic pursuits, increases administrative costs, and burdens students with unnecessary expenses.
