Amends Section 23, Article III of the Idaho Constitution to impose a 20-day maximum limit on any extraordinary or special session of the legislature convened by the governor.

Removes the existing language "When convened in extra session by the governor, no such" and replaces it with "No extraordinary or special session of the legislature shall continue for a period longer than twenty days."

Directs the Legislative Council to prepare statements required by Section 67-453, Idaho Code regarding the amendment.

Directs the Secretary of State to publish the proposed constitutional amendment and supporting arguments as required by law.

Submits the question to Idaho voters at the next general election asking whether to amend the constitution to enforce the 20-day limit on special legislative sessions.
