Amends Rule 3 of the Idaho Senate Rules to establish procedures for Senate organization, seating arrangements, and substitute member authority.

Establishes seating priority order beginning with leadership positions (President Pro Tempore, Majority and Assistant Majority Leader, Minority and Assistant Minority Leader, and Caucus Chairmen), followed by former members based on consecutive service and total terms served.

Requires remaining Senators to have their names drawn randomly by the Secretary for seat selection, with party members seated as adjacent as possible and majority party retaining the right to select additional seats on the minority party's side if needed.

Effective December 1, 2024, prior substitution service in either the House or Senate shall not count as time served for determining seniority in seating priority.

Confirms that substitutes exercise the powers and duties of a Senator while serving but the original Senator retains the office.
