Repeals 17 sections of Idaho Code related to transportation of persons and property, street railroads, express corporations, common carrier schedules, passes, and air carriers, removing outdated regulatory provisions from public utilities law

Removes references to "common carriers" throughout Title 61, narrowing the Idaho Public Utilities Commission's focus to traditional public utilities like electric, gas, water, and telephone companies

Eliminates outdated historical language including initial commissioner appointment terms from the 1950s-1960s and references to rates established on January 2, 1913

Makes technical corrections replacing archaic terms ("fare, toll," "insure," "per cent") with modern language and updating commission office hours from "always" open to "Monday through Friday, 8:00 a.m. to 5:00 p.m."

Repeals Section 61-315A prohibiting certain inverted residential electrical rate structures, Section 61-530 on certificates for port/industrial districts, and Chapter 11 relating to air carriers, while declaring an emergency effective date of July 1, 2025
