Transfers rulemaking authority for contested case procedures from the Attorney General to the Office of Administrative Hearings, with rules governing all contested cases except those involving the Department of Water Resources or Water Resource Board

Changes terminology throughout Idaho Code from "chief administrative hearing officer" to "chief administrative law judge" and updates related definitions for administrative law judges and hearing officers

Establishes new procedures for default orders when parties fail to attend hearings, allowing presiding officers to issue proposed default orders with 7 days for the absent party to petition for vacation

Requires agencies to post all final written orders and guidance documents on a single webpage organized by subject with direct links, and mandates indexing of all currently effective declaratory orders

Limits emergency orders to 120 days or until a final order is issued following required proceedings, whichever is earlier, and declares an emergency effective date of July 1, 2025
