Requires all state agencies to review their enabling statutes, associated code sections, and enforced code sections by September 1, 2025

Agencies must report to the legislature any code provisions deemed obsolete (expired, unused, void, unenforceable), outdated (no longer applicable, duplicative, superseded), or unnecessary (not serving public health, safety, and welfare)

Reports must include explanations for why each identified provision should be repealed or removed, submitted through an online web portal to the Idaho Legislative Services Office

Agencies may optionally identify problematic code sections outside their purview and suggest provisions that could be made more concise

Declared an emergency measure, taking effect immediately upon passage and approval
