Establishes the Idaho Wildfire Risk Mitigation and Stabilization Pool as an independent public body to help homeowners protect property against wildfire risks, reduce insurance costs, and promote a stable property insurance marketplace

Creates a 12-member board of directors with 10 members appointed by the Director of Insurance (representing insurers, producers, consumers, forest products industry, and fire officials) plus one state senator and one state representative

Funds the pool through premium tax distributions (1/4 of premium tax exceeding $113 million), unused cigarette ignition propensity fund moneys, excess surplus line stamping fees, grants, participation charges from insurers, and assessments

Authorizes the pool to provide grants and matching programs for wildfire risk mitigation, fund fire prevention education, and develop programs to stabilize the property insurance market—but prohibits it from issuing property coverage directly to individuals or competing with the private sector

Effective July 1, 2025, as emergency legislation
