Amends Idaho Code 49-613 to require vehicles carrying dirt, sand, or gravel on paved public highways to cover loads to prevent spillage, removing the previous exemption allowing 6 inches of freeboard as an alternative to covering

Establishes a fixed penalty of $200 for drivers violating the load covering requirement, classified as an infraction

Exempts government entities performing highway maintenance/construction/snow removal, vehicles hauling asphalt, irrigation/canal district vehicles, and vehicles transporting unprocessed agricultural products

Requires the Idaho Transportation Department to notify all state law enforcement agencies about the new provisions by October 1, 2025

Requires the Idaho Transportation Department and Idaho Trucking Association to notify and provide educational materials to the trucking industry by October 1, 2025
