Increases sales tax distributions to the Transportation Expansion and Congestion Mitigation Fund on a phased schedule: $100 million in FY2026, $120 million in FY2027, and $140 million annually starting FY2028

Allocates $45 million annually to local governments for highway projects starting FY2026, distributed using the same percentages as existing highway fund apportionments under Section 40-709(1) through (3)

Local government highway funds must be used only for road and bridge maintenance, expansion of travel lanes, and congestion mitigation to improve traffic flow and travel times for motor vehicles

Removes the previous funding cap of $140 million and floor of $80 million that tied distributions to 4.5% of sales tax revenues, replacing it with fixed dollar amounts

Declared an emergency measure, taking effect immediately upon passage and approval
