Authorizes the Idaho State Treasurer to create an Idaho ABLE (Achieving a Better Life Experience) account program by entering into an agreement with a national consortium, allowing individuals with disabilities to save for qualified expenses like education, housing, transportation, and assistive technology without affecting eligibility for state assistance programs.

Establishes an ABLE Account Advisory Council within the State Treasurer's office, chaired by the State Treasurer and including the executive director of the Idaho State Independent Living Council plus six governor-appointed members with backgrounds in health and welfare, education, disabled veterans, and ABLE account ownership.

Appointed council members serve staggered four-year terms at the governor's pleasure and receive compensation under Section 59-509(a), Idaho Code.

Council responsibilities include advising on outreach, marketing, and education for the Idaho ABLE account program, with the chair required to provide an annual report to the legislature.

Declares an emergency with an effective date of July 1, 2025.
