Amends Idaho Code sections 37-2705, 37-2709, and 37-2711 to update the state's controlled substances schedules by adding new synthetic opioids, fentanyl analogs, and other dangerous substances to Schedule I

Adds several new depressants to Schedule I including clonazolam, diclazepam, etizolam, flualprazolam, and flubromazolam, which are designer benzodiazepines

Expands Schedule III's list of anabolic steroids from 69 to 92 substances, adding various testosterone derivatives and related compounds used for illicit performance enhancement

Adds zuranolone to Schedule IV depressants and daridorexant to the list of controlled depressants

Declares an emergency and sets an effective date of July 1, 2025
