Prohibits the state of Idaho, political subdivisions, and government officials from mandating medical face masks, face shields, or other face coverings to prevent the spread of contagious or infectious diseases

Bars requiring face coverings as a condition for entry, education, employment, or other services by government entities

Requires any government recommendation to wear a face covering to include a notice stating the recommendation is not mandatory

Exempts hospitals and health care facilities from the prohibition, as well as vocational settings where protective masks are mandatory for job duties (healthcare professionals, hazardous materials workers, industrial respiratory protection)

Allows face mask requirements in confinement facilities, including mental health hospitalization facilities and correctional institutions, to address behavioral risks

Declares an emergency, making the law effective immediately upon passage and approval
