Adds Section 67-5251A to the Idaho Administrative Procedure Act, authorizing presiding officers in contested cases to issue subpoenas for witness attendance and production of books, records, and other evidence upon showing of general relevance and reasonable scope

Requires subpoenas to be served in the same manner as civil actions, unless otherwise provided by law or agency rule

Party requesting a subpoena must pay witness fees in the manner provided for civil actions

District courts may enforce subpoenas within the jurisdiction where the inquiry is conducted or where the subpoenaed person resides or conducts business, with authority to modify, set aside, or enforce subpoenas and punish disobedience as contempt

Declared an emergency measure with effective date of July 1, 2025
