Expands adoptee access to original birth certificates, medical/demographic information, and adoption reports to apply to all adoptions, not just those occurring after July 1, 2022

Adoptees age 18 or older may request sealed adoption records through the voluntary adoption registration process using a form prescribed by the registrar

Birth parents have a 30-day waiting period after a registry match to indicate contact preferences, request no contact, or request their name be redacted from records for 5 years

Declares the Legislature's intent that providing adoptees access to their genetic origins and family history serves the best interest of individuals, families, and society

Takes effect July 1, 2025 under an emergency declaration
