Requires correctional facilities, domestic violence shelters, juvenile correctional centers, public buildings, and state universities to designate multi-occupancy restrooms, changing rooms, and sleeping quarters for exclusive use by either females or males based on biological sex as defined in Idaho Code section 73-114

Prohibits individuals from entering restrooms, changing rooms, or sleeping quarters designated for the opposite sex, with exceptions for custodial work, medical assistance, law enforcement, and emergencies

Creates a private right of action allowing individuals to sue covered entities for declaratory and injunctive relief if the entity permitted someone of the opposite sex to use sex-designated facilities or required someone to share sleeping quarters with a person of the opposite sex

Prevailing plaintiffs may recover reasonable attorney's fees and costs, with a two-year statute of limitations for filing claims

Declared an emergency measure, effective July 1, 2025
