Foreign governments and foreign state-controlled enterprises are prohibited from purchasing or holding controlling interests in agricultural land, forest land, water rights, mining claims, or mineral rights in Idaho, with exemptions for interests acquired before the effective date and foreign pension funds.

Foreign principals from designated foreign adversaries (China, Cuba, Iran, North Korea, Russia, and the Maduro regime of Venezuela) are prohibited from purchasing or holding any controlling interest in agricultural land, water rights, mining claims, or mineral rights, with a de minimis exception for ownership under 5% in publicly traded companies.

Foreign principals from foreign adversary countries are prohibited from purchasing, holding, renting, or controlling any property within specific geographic coordinates in Idaho (near military installations), with 180 days to divest existing holdings.

Foreign principals owning agricultural land must register with the Idaho State Department of Agriculture within 60 days of the act's effective date or acquisition, providing owner name, property address, parcel identification, legal description, and acreage.

Whistleblowers may report violations to the Attorney General and receive 30% of proceeds from court-ordered sales of properties held in violation; the act takes effect July 1, 2025, with whistleblower provisions effective 180 days after enforcement begins.
