Adds a new definition of "member of an employer's family" to Section 72-102 (the main definitions section of Idaho's worker's compensation law), defining it as a person or spouse related to the employer within the first degree of consanguinity by blood, adoption, or marriage, or a grandchild or spouse of a grandchild

Removes the duplicate definition of "member of an employer's family" from Section 72-212 (exemptions from coverage), consolidating the term in the central definitions section

Updates cross-references in Sections 9-203, 72-438, and 72-451 to reflect renumbered subsections resulting from the addition of the new definition (changing references from 72-102(31) to 72-102(32), and from 72-102(21)(a) to 72-102(22)(a))

Declares an emergency and sets an effective date of July 1, 2025
