Idaho Transportation Department must establish electronic driver's license and identification card programs by July 1, 2026, allowing residents to display credentials on wireless communication devices as valid alternatives to physical cards

Electronic credentials must comply with AAMVA mobile driver license implementation guidelines and ISO/IEC 18013-5 standards, with the department required to maintain data security and privacy protections

Licensees displaying electronic credentials to peace officers retain possession of their devices, and officers viewing electronic licenses are not deemed to have consent to access other device content

Electronic driver's licenses and identification cards are explicitly excluded from acceptable forms of voter identification at polling places under Section 34-1113

Emergency provisions take effect July 1, 2025 for program establishment sections, with remaining provisions effective July 1, 2026
