Any expansion of eligibility criteria for public assistance programs must be enacted through statute, not through administrative rules, state plans, state plan amendments, agency guidance, or other documents

Any expansion of benefits provided by public assistance programs similarly requires statutory authorization rather than administrative action

Amends Section 56-269, Idaho Code, broadening the original 2023 law that only restricted changes to "financial eligibility criteria" to now cover all eligibility expansions and benefit expansions

Effective date of July 1, 2025, declared as an emergency measure

"Agency guidance" is defined by reference to Section 67-5250, Idaho Code
